Collection Development Standards for Member Libraries

The purpose of the Plum Creek Library System (PCLS) Collection Development Standards is to provide guidance to the Governing Board and Member Libraries to ensure compliance with MN Statute 134.51 Access to Library Materials and Rights Protected Subdivision 5 which outlines the requirements for library materials policies and selection.

Member Library Responsibilities

The governing body of each library that receives public funding must adopt a policy that:

  • Establishes procedures for selection of library materials.
  • Defines processes for challenges to or reconsideration of library materials.

The library’s selection policy must be administered by:

  • A Minnesota-licensed media specialist
  • An individual with a master’s degree in library science or library and information science, or
  • An individual with training in library collection management.

Plum Creek Library System Responsibilities

  • Maintain records of to ensure that each member library is in compliance with the requirements.
  • Provide guidance to member library staff on selecting library collection management training.
  • Provide an example collection development policy.
  • Restrict access to state funding through the Regional Library System for member libraries that do not comply with these requirements.
